Policies specific to energy efficiency in buildings and industries

Introduction

Energy efficiency in buildings and industries has been selected as key focus areas at this FICEP Platform, as it is one of the key focus areas of Bureau of Energy Efficiency. They have a major share in the total energy consumption in India. In order to promote energy efficiency in these sectors, various policies and schemes have been notified by the respective ministries and governments at both central and state level.

The Ministry of Power (MoP) is the nodal ministry of the Government of India responsible for overseeing electricity production and infrastructure development including generation, transmission and distribution. The Ministry is also primarily responsible for evolving policies related to energy conservation and energy efficiency pertaining to Power Sector.

Bureau of Energy Efficiency (BEE)

Ministry of Power jointly with BEE have enforced efficient usage of energy along towards a vision for developing policies and strategies with a thrust on self-regulation and market principles, and with the primary objective of reducing energy intensity of the Indian economy.  The policies and programmes cover many sectors including residential, micro, small and medium enterprises and the transport.

The key policies and programmes from BEE are:

Buildings:

BEE Star Rating of Buildings (applicable to certain commercial building typologies only) – Star Rating of Commercial Buildings: Launched by the Ministry of Power in India in 2009 the programme is based on the energy usage in the building over its area expressed in kWh/sqm/year. In this program, buildings are rated on a 1-5 scale, with 5-star labelled buildings being the most efficient. Presently, four typologies of the buildings are covered in the scope viz. Office buildings, BPO, Hospitals, and shopping malls. The buildings having connected loads 100kW and above are considered for the BEE star rating scheme. Recently, BEE has revised the EPI band for Star Rating for Office Buildings and BPOs. The revision of the scheme is effective from January 2022. Till date, more than 250 Star Labelling (including renewal) have been awarded to the commercial buildings. To boost participation from the Govt. sector BEE has waived off Application and renewal fees from the buildings owned/managed by the Central/State Govt., PSUs, Railways, etc.

Shunya labelling for Net Zero and Net Positive Buildings – To widen the scope of the Building Labelling Programme based on Energy Consumption, BEE is introducing a Labelling programme for Net Zero Energy Buildings (NZEB) and Net Positive Energy Buildings (NPEB). The programme is named as “Shunya” Labelling Programme. Shunya is the Hindi meaning of Zero (0) thus making it suitable to label the NZEB and NPEB buildings.

Star Labelling for Energy Efficient Homes Program – Star Labelling for Energy Efficient Homes Program provides benchmarks to compare the energy efficiency standards in the residential sector. A key objective is to create a transparent instrument over the energy performance of a home which will gradually lead to an effective model taken into consideration while deciding the home prices in the future. The indicator used to benchmark the building performance is Energy Performance Index (EPI) i.e., the annual energy consumption per square meter of the built-up area, which will be calculated using this tool for the inputs provided by the users. The Star Labels will be awarded upon final scrutiny of the information by the Bureau of Energy Efficiency (BEE).

ECBC 2017 – BEE has launched a new version of code ECBC 2017 on 19th June 2017. The newly developed code is futuristic, pragmatic, and easy to implement. The new version of Code is geared to encourage public and private sectors to not only meet the basic ECBC criteria, but to exceed them as well. Long-term success of the ECBC will depend heavily on the collaborative roles that various stakeholder would play towards the development, adoption, and implementation of building code. Commercial building sector in India is expanding rapidly at over 9% per year spurred largely by the strong growth in the services sector. It has been estimated that more than 50% of building stock that will exist in the year 2030 is yet to come up in the country – a situation that is fundamentally different from developed countries. Having regard to the fact that the rate of growth in the commercial building sector is amongst the highest and this sector needs to be moderated in its energy consumption, BEE introduced the Energy Conservation Building Code (ECBC) as a voluntary policy measure in 2007 to reduce the adverse impact of buildings on the environment.

Eco Niwas Samhita 2018 – Eco Niwas Samhita (Part I: Building Envelope) has been prepared to set minimum building envelope performance standards to limit heat gains (for cooling dominated climates) and to limit heat loss (for heating dominated climates), as well as for ensuring adequate natural ventilation and daylighting potential. Part I – Building Envelope of ENS is designed in a simple-to-apply format, requiring only simple calculations based on inputs from the architectural design drawings of buildings. This can be used by architects and engineers and will not require any simulation software.

PAT Cycle - VI – PAT Cycle-VI commenced with effect from 1st April 2020. Under PAT Cycle-VI, 135 DCs from six sectors, i.e., Cement, Commercial buildings (hotels), Iron and Steel, Petroleum Refinery, Pulp and Paper and Textiles, were notified. With implementation of PAT cycle–VI, it is expected to achieve a total energy savings of 1.277 MTOE. These 135 DCs are under process of implementation of various energy efficiency measures to meet their notified targets.

Energy Conservation Building Code (ECBC 2017) – The purpose of Energy Conservation Building Code (ECBC) is to provide minimum requirements for energy-efficient design and construction of buildings and their systems in commercial building types.

Standards and Labelling (S&L) for energy efficiency appliances – The scheme targets display of energy performance labels on high-energy end-use equipment & appliances and lays down minimum energy performance standards.

Energy Efficiency Label for Residential Buildings – The objective of the labelling programme is to make an energy performance of a home an instrument of comparison while deciding over the home prices in the future. It also aims to provide a benchmark to compare one house over the other on the energy efficiency standards to create a consumer-driven market transformation solution for energy efficiency in the housing sector.

Industries

ISO 50001 (Energy Management System Standard) standards in industrial units in the State – The standard specifies requirements for establishing, implementing, maintaining and improving an energy management system (EnMS). The intended outcome is to enable an organization to follow a systematic approach in achieving continual improvement of energy performance and the EnMS.

Perform Achieve and Trade (PAT) – This scheme is a regulatory instrument to reduce specific energy consumption in energy intensive industries, with an associated market based mechanism to enhance the cost effectiveness through certification of excess energy saving which can be traded. .

State level

State and Union Territories Policies – India consists of 28 states and 8 Union Territories, wherein these states have allocated individual energy targets to meet the country’s overall commitment towards sustainable growth. Energy Conservation Act of 2001 enabled each of the states to define the working group called the state designated agency (SDAs) within each state for undertaking energy efficiency activities at the respective state levels. Each of these SDAs would contain a State Energy Conservation Fund to help fully or partially finance energy conservation or efficiency related activities within the state.

Andhra Pradesh

Non-conventional Corporation of Andhra Pradesh Limited (NREDCAP) is the state designated agency which originated in 1986 under the Section 15(d) of the Energy Conservation Act, with a focus on renewable energy, rural energy conservation, implementation mechanism for non-conventional energy and capacity building exercises.
